That attribute is the unique-id. And as you may have already come across, the sample XMLFormWizard howto is having a problem if you also have it defined on the same sitemap.xmap as the other Wizard sample and they both use the same id, therefore make sure this id is different from the Wizard sample. Look at the parameter xmlform-id under <map:act type="HowtoWizardAction"> block and make it unique from <map:act type="WizardAction">.
