Upcoming. There is a beginning of "blocks" implementation in 2.1, but not nearly the full extent of the vision. At the moment, non-core code, documentation, and samples are becoming modularized into separate areas of the source tree, and the build system will include or exclude any of these based on build-time parameters. Features like remote download, adding blocks to already compiled cocoon, blocks exposing services, etc. are still in the works (and don't seem likely for even 2.1). What is there may not sound like much but it's already a big step forward in my view. Those involved in the development so far may wish to add to or correct that summary but I think it's pretty accurate.
