You have to build Cocoon to get a portal demo running. If you are refering to 2.0.x, you have to include the scratchpad part of cocoon. This is described in detail (I hope :) ) in the installation documentation of cocoon.
If you are refering to 2.1 (the CVS HEAD) you have a problem :), the build system is currently changing and the samples are not included in the webapp. But as soon as this works again, you have to build the webapp and this again is described in the installation documentation.
