The best thing to do is implement the WebRTC stuff in Javascript. There are lots of examples on the web on how to do this. E.g. https://webrtc.github.io/samples/ For interfacing with Codename One (java), use the Javascript bridge. https://www.codenameone.com/javadoc/com/codename1/javascript/package-summary.html Warning. Debugging the javascript bridge is painful. Sometimes errors happen in javascript and they can be hard to track down. So try to keep the back-and-forth between java and javascript to a minimum. Best to design in such a way that you can debug your javascript stuff independently (e.g. in Chrome), and then just copy it into your Cn1 project to link it up. Personally, I might be more inclined to use native interfaces to the native WebRTC libs directy.
