I don't think users would want their user@host broadcast in the channel
topic. Anyone can see a channel topic and who set it from outside the
channel using the /topic #channel command. People set themselves +i to
assure that their user@host is known only to people in a common channel,
and your suggestion will allow people who are banned from a channel to find
a DoS target by using the /topic command even if the target is set +i.
