For the 367 numeric, the banlist stores the current time,
also when a server sets a ban.  That means indeed that
this time is useless (it is merely the time at which the last
net.junction occured).  No timestamp is sent along with a ban,
except for the channel TS (as with every MODE that is done by
a server, and with a BURST - we are talking about the latter
now).  The channel TS is only used to bounce or not bounce
it is in no way related to the times showed in numeric 367.
