The idea is that the admin/opers of the individual server can kick who they like off 
there own server. Whether or not we agree with this is a matter for individual network 
policy.

If the oper in question /kill's a user who is on another server, then this will be 
sent in a server notice. Also HEAD_IN_SAND only hides server from /whois not from 
/check
