If there is a need to fake, the person who owns the bot is most likely some
abuser. If that person is an abuser, we deal with an abusive bot. If a bot
using a non-bot-username is detected while abusing, I guess opers will
quickly take action :o)

The point is not wether to determinate if a bot is a bot or not, it is to
exclude non-abusive bots from certain things, and give them special
restrictions in exchange for a granted connection in a special class using
a specified usermode. If a bot is detected while abusing, they 'll get
punished. Since an abuser is every client that doesn't behave according to
the channel rules, there is no need to know if it's a bot or not. We don't
need to judge bots, we don't need to make the choice for owners wether they
want a bot-username/mode or not. But if we provide it, we should make it
attractive so botowners are willing to use it. It will improve the network,
it will provide a better overview, and it will give a certain 'rank' to
bots, so non-regged channels can also be supported.

It's an interesting idea--but it requires that the bot identify itself.
I highly doubt we could convince botnet owners to make their bots
identify themselves as bots.  It's unfortunate--it would be such a
useful thing :(
