Obviously you have never been exposed to tear gas personally. "Not in
panic", like, think of some 14-year-old girlie at her first rock concert
type of case, being sprayed tear gas to her face. Shit, if that doesn't
cause panic, I really don't know what does.
If you want to do crowd control the hard way, spraying water (not with
the pressure they use in riot control, mind you) would be better IMO but
then again that doesn't solve the real problems either..
