i see what you mean. ok, now i might be wrong, since it's been looong time
i played around with bg-images, but: netscape doesn't support css
-specified bg-images. 
 
but first, check if your css is valid:
http://jigsaw.w3.org/css-validator/validator-uri.html

and check if your html is valid too:
http://validator.w3.org/

and the specs part of the thingy: (which you have probably read already)
http://www.w3.org/TR/REC-CSS1#background-image

and this page has list of css rule compatibilities :

weird, that claims that netscape should support background-image -rule.
