Yes, that is true. However, when you surf the website, _you_ are
spending time between requests which usually are "relatively" small,
eg. one HTML page a couple of kilos, one picture perhaps 20-30KB.
That doesn't reserve the BW continuosly. However, large file transfers,
eg. music download reserves the BW constinuously and that is Bad(tm).

No. Commie is there to provide the web site. Certainly, there is some
music distributed as well. However, I do not see that as the major
purpose of the site.
You can easily make a work-around storing the actual music in some
free web service and simple have a link to that in the Commie.
Remember, the bandwidth does not belong to Commie, it belongs to
More Magic Software ltd. I'm not saying there can't be any music
for download but unfortunately it's main purpose can not be the
music distribution.
I'd say the biggest value of having commie in gothic is that there
is almost a complete control on the wed server's configuration and
behaviour which is something you'd never get with some free web
hosting site.
I hope that doesn't sound too much like a rant. This is meant to be
more like an explanation.
