In the current UI, the only way to get distributions to a target is to
explicitly associate an association to it. However, this not only registers the
target (if not already done), but also enables "auto-approve" on this target.
This is not a problem for development purposes, but for production purposes not
always desired.
Attached is a patch that provides a "Management" extension for targets, that
allows one to:
* explicitly register a target;
* enable/disable auto-approve for a target;
* approve changes for a target (if auto-approve is disabled).
