Summary: Improve management agent update logic

The management agent currently keeps retrying a version of the software, even
if the previous attempt failed. It could probably become smarter and not retry
a version that failed (since the contents of that version cannot change). Or
maybe at most, retry once after a restart of the framework. It should of course
retry an even newer version.
This probably also means we need to refactor some of the flow and/or tasks that
are currently being executed.
