When a target has a slow connection to a server, it might make sense to first
download the entire deployment package before attempting to install it. We
should add this as an option.
As an extra, we should add support for pausing and resuming a download. In some
environments, we might want to control when to download updates (ie. when we
are on a fast or cheap network, or when the application is not terribly busy
itself).
