I took it straight from incubator-airflow-ci
(https://github.com/apache/airflow-ci/blob/master/Dockerfile#L74) - I just
wanted to have as close installation as was in there - to avoid solving
problems introduced by different version of software. I might downgrade it, no
problem, but I thought keeping what was there is a good idea.
