I agree with @mik-laj. This document is likely to change between
releases, so it falls into the same category as CONTRIBUTING.rst or README. I
agree that it should be in GitHub rather than in the generated documentation.
The best we can do is to have it in GitHub and link to it from the
documentation if we want to make users aware of it's existence. Everything it
talks about is GitHub issues, so there is no problem with it being in GitHub
and not under `airflow.apache.org`.
