This change adds sort and order_by to some endpoints.
While there are many other endpoints that need this feature, this change
covers only the following endpoints:
1. GET DAGs endpoint `/dags`
2. GET DagRuns endpoint `/dags/{dag_id}/dagRuns`
3. GET Eventslog endpoint `/eventLogs`
4. GET Tasks endpoint `/dags/{dag_id}/tasks`
Subsequent PRs will cover the rest.
