   1. First of all - this is how PIP works
   2. Secondly. This is also how APT works. If you have dependency that 
reguires newer version of another dependency it will upgrade it
   3. Thirdly. All package managers work like that.
   
   Airflow is not an OS. Airflow is an application that is installed on top of 
OS.
