I don't think it's the same...
It allows to retrieve configurations for the API call from Xcom. The is
considered as metadata.
The operator you shared is `GoogleApiToS3Operator`
it reads from API and write to S3.
The xcom part you were referencing is prior to the API call... it's just
about the configs
