To me "all changed" feels like the more natural default behavior, and that's what would get my vote. But let's discuss. I think that ultimately if implementing "all changed" this row lock may not be what we need. And there are details concerning dagrun creation behavior that we should think through in any case. E.g. with "any changed", even with this row lock strategy, if you have 10 upstream datasets, and each is in its own dag, you'll get 10 dag runs created.
