We used to have helper limits for eager upgrade of our packages but with 23.1 updated in #30663 pip has a much improved resolver that does not need that much of a help and can resolve our dependnecies pretty fast on its own, so we can remove all the dependecy limts that aimed to limit the dependency resolution time. Also we used to have a mechanism to track backtracking issues and find out which of the new dependencies caused excessive backtracking.
