Problem: Airflow has 170+ NOTICE files that required manual year updates
annually (e.g. 2016-2025 → 2016-2026) with no automation in place.
Changes:
New scripts/ci/prek/update_notice_year.py
Scans all NOTICE files in the repo and updates Copyright 2016-YYYY The
Apache Software Foundation to the current year
Automatically excludes node_modules, .git, .venv, and other non-project
directories
NOTICE files without a standard ASF copyright line (e.g. the fab provider's
Flask App Builder section) are skipped with a warning rather than silently
corrupted
Updated .pre-commit-config.yaml
Adds update-notice-year hook at stages: ['manual']
Run once at the start of each year: prek run update-notice-year --all-files
