   Add 13 skills omitted since the last modes.md update, fix stale skill 
counts, and correct two narrative errors.
   
   Triage (+5): security-issue-triage, security-issue-import-via-forwarder,
     contributor-activity-sweep, pr-management-quick-merge, ci-runner-audit.
     Count: 13 → 18 implemented.
   
   Drafting (+1): audit-finding-fix. Count: 2 → 3 implemented.
     Remove the claim "None of those are implemented yet; security-issue-fix
     is the only Drafting skill shipping today" — audit-finding-fix covers
     lint, CodeQL, and doc-coverage findings.
   
   Pairing: fix header from "1 skill" to "2 skills" (both
     pairing-self-review and pairing-multi-agent-review ship).
   
   Mentoring: correct stale "First prototype skill shipped" header.
   
   Outside the modes (+7): setup-isolated-setup-doctor, setup-status,
     committer-onboarding, security-tracker-stats-dashboard, optimize-skill,
     list-skills, write-skill.
