Temporarily remove the open pull request creation cap (#73754)
Enabling the creation_cap setting added in #73469 fails because the
asfyaml version that supports it is not deployed yet (INFRA-28454).
Until that is fixed the open pull request limit stays a soft limit that
contributors are asked to respect. The contributor guide and the closure
script stay in place, so the cap can be restored as soon as the INFRA
issue is resolved.
