Providers ### Apache Airflow version Any (main / 3.x) ### What happened and how to reproduce it? `apache-airflow-providers-google` declares `types-protobuf`, a PEP 561 stub-only package consumed by mypy, as a runtime dependency. For example: ```shell pip download apache-airflow-providers-google==22.5.0 --no-deps unzip -p apache_airflow_providers_google-22.5.0-py3-none-any.whl '*/METADATA' | grep types-protobuf # Requires-Dist: types-protobuf!=5.29.1.20250402,>=5.27.0 ``` Nothing in the provider imports it; the package only contains `.pyi` files under `google-stubs/` and does nothing at runtime. The dependency was previously confined to the monorepo's `devel-mypy` extra. It was absent from the Google provider's dependencies through Airflow 2.11 and after the per-provider `pyproject.toml` split. #48666 added `types-protobuf!=5.29.1.20250402` to the provider's runtime dependencies to work around a broken partial-stub release in CI. #50075 added the `>=5.27.0` floor for the `--resolution lowest-direct` check. The dependency has shipped since provider version 15.0.0. `devel-common/pyproject.toml` already provides `types-protobuf` through its `mypy` extra, which reaches the CI image through the root `dev` group. ### What you think should happen instead? Type stubs should be development dependencies. Installing the Google provider should not add `google-stubs` to users' site-packages, where it can affect their own mypy or pyright resolution of `google.protobuf`. The `>=5.27.0` runtime floor can also conflict with projects that pin an older `types-protobuf` line for protobuf 4.x.
