    Remove accidentally adopted Magpie contributor-growth plugin (#73927)
    
    The contributor-growth family and its configuration were accidentally
    committed and merged into the project's Magpie floor as part of an
    experiment, and were never meant to be recommended to every contributor.
    The reconciliation stamp is dropped from the committed lock as well;
    contributors re-establish it locally with the setup skill's reconcile
    sub-action when a skill's pre-flight asks for it.
