Regarding https://github.com/apache/airflow/pull/70681#pullrequestreview-5350020275: 1. `secrets_backend_list` is now lazily initialized on first access, so `airflow config get-value` and the CLI entrypoint no longer fail at import time if a secrets backend is misconfigured. 2.
