## Why The newsfragment rules in `contributing-docs/18_contribution_workflow.rst`, `AGENTS.md` and the PR drafting skill disagree with each other. The dev@ thread proposed `significant` only for airflow-core, and one rule written once with `AGENTS.md` pointing at it. ## What The contribution guide now holds the full rule, and `AGENTS.md` and the skill point to it. `chart/` keeps its current "major or breaking" bar, because the thread did not discuss it.
