We might need to get the PR labels for a fork push here. `workflow_info`
only reads labels on `pull_request`, so in the fork `full tests needed` and
similar labels do nothing.
I think we also need to take some other tags into consideration, like `allow
provider dependency bump` and `skip common compat check` can't let the two
checks this PR enables pass, so such a PR stays red until someone adds `use
project ci`.
