This depends on #75142 (auto-merge) merging first: it adds the "Require CI on main" ruleset with the "CI passed" check that the reconciler's commit status satisfies. Once both are in, a gated PR whose fork CI is green and trusted gets "CI passed" from the reconciler and can auto-merge; `green_unverified` PRs don't get it and still need "use project ci".
