URL: https://github.com/apache/airflow-ci-infra/pull/69

   Adopts [Apache Magpie](https://github.com/apache/magpie) for this repository
and brings the pre-commit hooks up to date, with Dependabot keeping them, and
everything else, current from now on.

   **Magpie adoption.**

   - `.apache-magpie.lock` records the project's floor: `magpie-setup`,
`magpie-utilities`, `magpie-agent-guard`, `magpie-vetted-ops` and
`magpie-repo-health`, with `min_version: 0.9.0.dev202610250024`. The floor is a
minimum, not a pin: anyone below it is brought up to it by any skill's
pre-flight check, and nothing is downgraded.
   - `.claude/settings.json` is derived from the lock: the untagged
`apache/magpie` marketplace and those five plugins, enabled for contributors
once they trust the repository. No MCP tool permissions are needed for these
families.
   - `.apache-magpie-overrides/` is the project's configuration: `project.md`
(ASF, Apache Airflow, mailing lists, `security_list:
[email protected]`, as listed on security.apache.org/projects),
`commit-attribution.toml` (`generated-by`) and `repo-health-config.md` (pip;
Apache-2.0 headers across the source directories).
   - `/.apache-magpie-local/`, the per-person layer, is gitignored.

   **Pre-commit hooks.** None of the hooks could be installed on a current
Python: flake8 was cloned from gitlab.com, which now requires credentials;
flake8 3.8.4, isort 5.7.0 and black 20.8b1 fail to build or crash on Python
3.13. Every hook is upgraded to its newest release that is at least seven days
old:

   | Hook | Old | New |
   |---|---|---|
   | Lucas-C license hooks | v1.1.9 | v1.5.6 |
   | black | 20.8b1 | 26.10.1 |
   | pre-commit-hooks | v3.4.0 | v6.0.0 |
   | pyupgrade | v2.7.4 | v3.22.0 |
   | pygrep-hooks | v1.7.0 | v1.10.0 |
   | isort | 5.7.0 (`timothycrosley/isort`) | 9.0.2 (`PyCQA/isort`) |
   | flake8 3.8.4 → ruff | — | `ruff-check` v0.17.2 |

   - ruff takes flake8's settings (`line-length = 110`, pycodestyle and
pyflakes, `E731` ignored) in `pyproject.toml`, and `.flake8` is removed.
   - `fix-encoding-pragma` was removed from pre-commit-hooks; pyupgrade already
removes encoding pragmas.
   - `default_stages` uses the current stage names (`pre-commit`, `pre-push`).
   - The license hook now checks every text file, so `LICENSE`, `.rst` files
(covered by their own hook), Terraform lock files and `cloud-init.yml` (which
must start with `#cloud-config`) are excluded. A new hook adds the header to
Markdown files as an HTML comment. `.asf.yaml`, `.gitignore` and
`requirements-test.txt` gain the ASF header.
   - black 26 reformats `scripts/list_committers` and `runner-supervisor.py`;
ruff's two findings in `list_committers` (a long line and trailing whitespace)
are fixed, as are two docstrings that began with a stray fourth quote.

   **Dependabot.** `.github/dependabot.yml` opens one grouped pull request per
ecosystem and week, with a seven-day cooldown, for pre-commit, GitHub Actions,
pip (`/` and `lambdas/scale_out_runner`) and Terraform (`terraform/runs-on` and
`terraform/runs-on-access`). A Terraform update to `terraform/runs-on` is
planned on its pull request and applied after merge behind the `runs-on-prod`
approval. An update to `terraform/runs-on-access` still needs an account admin
to apply it by hand.

   **Checks run.** `prek run --all-files` passes with every hook installed. The
Dependabot file validates with `check-jsonschema --builtin-schema
vendor.dependabot`. The changed Python files compile. The repository's tests
were not run; the Python changes are formatting only.
