The `check-newsfragment-pr-number` workflow ran outside the fork CI gate (AIP-120), needed its own required check, and its own approval for first-time contributors. This moves the check into the existing `check-newsfragments-are-valid` prek hook, so it runs wherever static checks run, in project CI and in a contributor's fork, and fails `CI passed` like any other static check. - Run locally, the hook accepts any number: a newsfragment is usually written before its PR exists. - In CI, `build-info` resolves the PR number from the event for PRs to `main`, or, for a push in a fork, by looking up the open `apache/airflow` PR of the pushed branch. Both static-checks jobs pass it to the hook as `PR_NUMBER`. - The `skip newsfragment check` label still skips the check, after a re-run of the failed jobs. - The workflow and its required check in the `main` ruleset are removed. Not covered: a fork push made before its PR exists, and runs with the `latest versions only` label, which skip all static checks. --- ##### Was generative AI tooling used to co-author this PR? - [X] Yes — Claude Opus 5 Generated-by: Claude Opus 5 following [the guidelines](https://github.com/apache/airflow/blob/main/contributing-docs/05_pull_requests.rst#gen-ai-assisted-contributions) -- This is an automated message from the Apache Git Service.
