   ## Description
   This PR addresses security issue #75858 regarding the revocation and
untrusting of emSign / eMudhra root and intermediate CA certificates
(GHSA-6q48-6c7w-9gw2 and GHSA-hq85-5cpj-mr62). Older `virtualenv` versions
bundle outdated CA certificates or certifi versions that may lead to
certificate validation failures.

   ### Changes
   - Updated `[tool.uv.constraint-dependencies]` in root `pyproject.toml` to
enforce `virtualenv>=21.14.12`.
   - Refreshed workspace lockfile `uv.lock` (`virtualenv` upgraded from
`v21.14.7` to `v21.14.13`).
   - Verified workspace integrity with `uv lock --check`.

   Closes: #75858
