Thanks for the review and perspective, @eladkal — that makes complete sense. Given that Airflow does not impose an upper-bound cap preventing downstream consumers and environments from resolving to newer `virtualenv` versions, enforcing a lower-bound constraint in `pyproject.toml` isn't necessary here. Furthermore, `virtualenv` has already been upgraded to `21.15.1` in `uv.lock` on `main` via #76278 through the periodic CI dependency sync. Closing this PR accordingly.
