Backport of #69317 to `airflow-ctl/v0-1-test`. The automatic backport failed on a context-only conflict: the hunk next to the new `_allows_none` helper contains `_find_subgroup_suffix`, which comes from the operation subgroups change that is not on this branch. That method stays out; the fix itself applies unchanged (same `+`/`-` lines as the original commit, 3 files, +74/-5).
