The Op and User roles have several specific "run" related permissions, and a
more general `can run on Airflow` permission. They have several specific
"clear" permissions, but lack the `can clear on Airflow` permission that Admin
has. My user who had Op access was unable to clear tasks in the "Tree" UI view
until being granted `can clear on Airflow`.
