Airflow creates a handful of RBAC roles with well-tailored permission sets, but
it does not describe the intent of those roles in the UI, or describe the
personas that should have that level of access. To maximize the security
benefits of RBAC, descriptions of roles should:
1) Be presented anywhere that role is listed
2) Be shown in dropdowns where that role can be selected by assignment
3) Be provided for all out of the box roles
4) Be required for all custom roles
