This is a Documentation/Implementation mismatch. I think that with the
existence of {{getAllowedTimestampSkew}} it's fine to have the skew go up to
infinity; simultaneously, I believe {{getAllowedTimestampSkew}} to have
significant problems and should be strongly discouraged.
