A better approach to avoid the breaking the branch:
1. Merge all outstanding PRs into the release branch
2. Release python worker and sdk harness containers with 2.2.0 tag
3. Update the release branch with new containers.
[~reuvenlax], please reassign this issue to me once all outstanding PRs into
release branch are merged and we don't expect PRs other than to fix container
versions.
