Summary: Need a way to translate step names for Beam names and
runner names

Runners may need internal naming of some steps, and to collect metrics they may
rely on them.
e.g. Dataflow relies on different step names for Metrics, Logging, and others.
Perhaps it would be good to provide a name translation facility for runners to
take advantage of.
Perhaps as part of an execution context.
