In addition to the discussion in #630 about the `bhrelations_links` not
being added on upgrade, a user upgrading from 0.6 to (the forthcoming) 0.7
would not see the changes from r1512221: //Child// -> //is a child of//,
//Depends on// -> //depends on//, ...
I think we need to consider moving the default configuration out of
`bloodhound_setup.py`, and instead add it in an
`IEnvironmentSetupParticipant`.
