According to the [http://pastebin.com/wm9XWuXX test report] concurrent
edits of config file are working ok . After reading the description I
noticed that the original issue is related to components on/off status ,
which is influenced by another cache.
MB: BTW, it's hard to write test cases for this ticket with our current
toolset , see #651
