   there is `bin/bookkeeper shell listunderreplicated` to simply lists ledgers 
marked as underreplicated by a previous auditor runs, it basically iterates 
over ZK nodes under /underreplicated zk node.
   
   AFAICT, the auditor metric tracks underreplicated ledgers per bookie (when 
triggered by bookie loss event) - this is underreplicated ledgers detected in 
the last auditor run. It may be a subset or an addition to currently registered 
underreplicated ledgers.
   
   the metric is of the auditor processing. Autorecovery (the process that 
actually re-replicates data and clears ledgers out of the /underreplicated zk 
node) doesn't update it AFAICT.
   
   I wouldn't rely on it for the sake of tracking "how many underrepelicated 
ledgers we have right now". The rate of change of this metric indicates that 
auditor finds such ledgers.
