Theoretically, `offset` could not be a `RexLiteral` (e.g. it could be a
`RexCall` or a `RexDynamicParam`), which would lead to an `AssertionError` when
calling `RexLiteral.intValue`. To be on the safe side, this should be checked
before calling this function.
