In `wasm` mode an injected `opaClient`, and any `serverUrl`/`bearerToken`
the user set, are silently ignored here. #26669 adds a startup warning for
exactly this on the endpoint (`OpaEndpoint.warnAboutIgnoredServerOptions`); the
policy would benefit from the same so both entry points behave alike - an
operator who wired an `opaClient` and then flipped `evaluationMode=wasm` will
otherwise wonder why the client is never used.

This only proves that *something* threw. Since the point of the test is that
`beforeWrap` surfaces the load failure rather than swallowing it, it would be
stronger to assert the wrapping path, e.g.
`.hasRootCauseInstanceOf(...)`/`.hasMessageContaining("Could not load the wasm
policy bundle")` (or the `RuntimeCamelException` type), so a future change that
starts the route and authorizes nothing cannot slip past.
