   This was raised in both prior reviews and is still unaddressed. The ID is 
constructed as `"security-policy:opa-" + URISupport.sanitizeUri(serverUrl + "/"

   ⚠️ **[NOT ADDRESSED] Silent-ignore of `serverUrl`, `bearerToken`, and 
`opaClient` in wasm mode.**
   
   `OpaEndpoint.warnAboutIgnoredServerOptions()` (added in #26669) warns when 
`bearerToken` or a non-default `serverUrl` are set in wasm mode. 
`OpaSecurityPolicy.buildEvaluator()` is a parallel entry point for the same 
engine — an operator who sets `setServerUrl(...)` or `setOpaClient(...)` on the 
policy and then switches to `evaluationMode=wasm` gets no feedback at all: 
those values are silently dropped.
   
   `OpaEndpoint` also does not warn about an injected `opaClient`, but that is 
a pre-existing gap in the endpoint; add the `opaClient` warning here and to the

   This was raised in both prior gnodet-bot reviews and is still unaddressed. 
`OpaWasmEvaluatorTest` covers the endpoint's validation path, but 
`buildEvaluator()` is a separate entry point — if it ever started intercepting 
and rewrapping `IllegalArgumentException` (it already has a `catch 
(RuntimeException e) { throw e }` guard for exactly that), the endpoint test 
would keep passing while the policy path silently broke.
   
   Also missing: a test for an unknown `evaluationMode` value, which lives 
entirely in `buildEvaluator()` and is not covered by any endpoint test.

   This was raised by @davsclaus and is still unaddressed. The test comment 
says "beforeWrap must surface the load failure rather than swallow it" — but 
`.isInstanceOf(Exception.class)` would also pass if the route started and then 
threw on the first exchange, which would be exactly the "authorizes nothing" 
silent failure the comment says we're preventing.
   
   Assert at minimum the wrapping exception that `buildEvaluator` throws on a 
non-`RuntimeException`:
