+ * Checks the references ({@code $ref}) of an OpenAPI specification against
the {@code externalReferences} option before
+ * the parser resolves them. The parser loads every external reference it
meets: from the working directory and the
+ * classpath, or over http(s) when the reference is a URL or the specification
itself comes from a URL.
+ * <p>
+ * The check works on the tree the parser resolves (YAML aliases expanded),
resolves each reference the way the parser
+ * does, that is against the document that contains it and, for OpenAPI 3.1,
against the enclosing {@code $id}s, which
+ * the parser also carries into the documents it reaches through a reference,
and reads the local documents it allows to
+ * check their references in turn. A document it cannot read fails the check.

as api-doc; keep the two in sync.

Review Comment:
Fixed in bd86d735b1e9: in both `camel-rest-openapi` and
`camel-openapi-java`, the visited key now terminates recursion on the effective
base (`target.location + " under " + targetBase`) rather than tracking the
accumulated `inheritedIds` history.

When a schema references itself under its own `$id`, `resolveBase(id,
location)` returns the stable URI, ending recursion on the second visit. At the
same time, documents reached under different effective bases (e.g.
`external-references-31-revisit`) produce different keys and continue to be
checked thoroughly.

Added regression tests in both modules proving that recursive local schemas
terminate cleanly and that documents reached under different effective bases
are correctly checked and rejected without making HTTP requests.
