URL: https://github.com/apache/casbin-sqlx-adapter/pull/115

Prepare version 1.9.0 for the already merged SQLx 0.9 upgrade and Rust 1.94
requirement. Complete ASF headers, incubation display and package metadata;
exclude test database files from crates built from extracted sources; repair
ineffective PostgreSQL setup and remove the unrelated system upgrade from CI.

RC tags create unsigned candidate source archives and checksums without
registry publication. Final tags verify ASF-promoted signed source originals
against Git before publishing GitHub assets or the crate. Both paths include
the incubation disclaimer; final notes link to official sources and
verification instructions. Existing GitHub releases are not overwritten.

Validation: source archive's 27 files match the exact commit and evidence
manifest; RAT coverage reconciled, including five supplemental Rust scans and
two shell files manually reviewed because RAT classifies them as binary. The
verified crate contains 20 intended files. Linux Rust 1.94.1 testing covered 12
database/runtime/TLS configurations and 36 test executions, fmt/clippy and
database-free builds; these results are reused where inputs are unchanged.
Twelve release-verifier tests and workflow actionlint passed. RC/final notes
were generated locally. Signature/network unit-test calls are mocked; no real
publication was executed.

Limits: database tests pre-create tables as CI does; the existing concurrent
empty-PostgreSQL initialization race remains. Native Windows/macOS and exact
Rust 1.94.0 were not tested locally; hosted PR CI is still required. Dependency
review retains the recorded unmaintained notices for async-std and smartstring.
Existing public release-page cleanup, registry administration, exact
merged-candidate verification, signing/staging and applicable release votes
remain separate release gates.
