other things to think about w/ this issue:
how do we reconcile this with the "login to keyspace before doing stuff"
authentication change? should we require logging in to the system keyspace,
before doing allowing schema modifications?
should we prefix these methods with system_ or something to denote "not normal
data modification stuff?"
