to run inc repairs with snapshot repair and always anticompacts after repairs.
It also selects the repairing sstables as late as possible - before we picked
them during prepare, now we pick them when we snapshot or when we start a
validation
noticed that we have no dtests for incremental repairs, will spend some time on
that
